Strategic Plan for Using GIS for Port Security

Summary
NSG was hired to assess how the Port Police of the Port of Los Angeles might best implement and use GIS technology, both directly and indirectly in support of other technology systems. Several Homeland Security systems being installed at the Port, for example, require GIS data behind the scenes to operate. The Port Police wanted to ensure that consistent data was obtained without duplicating and wasting resource. There are certain functions that GIS can perform well that other systems cannot, and the Port Police wanted to learn when to use and how best to implement GIS-specific functions.

The NSG team engaged in a series of face-to-face meetings with staff and consultants at the Port Police and in the Port administration in general to assess existing and potential uses for GIS and related spatial technologies. Datasets were examined for currency and compatibility. Other systems being implemented at the Port were also reviewed for GIS needs, or their potential relevance to a GIS implementation. Results of the study were presented to top management at the Port with a prioritized road map and approximate budgets, which the Port Police is using in its budget plans.
