Summary
Mayor Jim Hahn initiated a government Performance Measurement System fashioned after Baltimore’s successful City Stat program, called LA STAT.Its purpose was to provide civic leaders with a “dashboard” view of the various City departments on a monthly, sometimes weekly, basis. Early on it was realized that GIS is a valuable tool for displaying and analyzing large volumes of information that pertains to a city as large as Los Angeles. NSG team members were engaged to propose a way to implement GIS for this purpose, which resulted first in a pilot project carried out by the NSG team, and later by City staff after a period of technology transfer. The project was carried out with ArcGIS and personal geodatabases, with links to extracts from various databases. Efficient Geocoding was a crucial component of the project, as well as the way in which data were aggregated and analyzed. To test the concepts, several presentations were made to the Mayor and his staff so that the methodology could be refined. The pilot resulted in an extensive procedures manual, which was used by City staff who took the project over after the pilot.
